closednew host dialog should only enable storage preallocation if chosen storage domain supports it

Description of problem:
pon creating a RHV host, when I use custom template, i'm presented with new options for storage (introduced by BZ#1559006).
After I choose a "Storage Domain" which not necessarily supports allocation (e.g. NFS), there is still an available "preallocate" checkbox.
Using this will fail the provisioning in a weird way - where it complains about Storage domain not found.

Expected results:
Ideally, use RHV api to fetch info about the chosen storage domain and disable the preallocate option if this doesn't support it (perhaps with a nice message for confused users)

Closing this issue since it is possible to create a volume from type nfs and preallocated as you can see here:
