We need a support for smart_proxy_host_reports plugin and configuration options: https://github.com/theforeman/smart_proxy_host_reports/blob/develop/settings.d/host_reports.yml.example

Required configuration options:

* keep_reports (if reports should be kept on proxy for recording purposes)

• reported_proxy_hostname (must be set to FQDN by default)
  * spool_dir (spool directory, must be set to the default packaged /var/lib/foreman-proxy/host_reports)

Other options are meant for development and debugging and are not needed to be expose via the installer.

Since this plugin will replace core reports functionality, I propose to be enabled by default for all scenarios.
