openMake Pulpcore Telemetry opt-out with obvious warning to the user (?)
Description
With this PR (https://github.com/theforeman/puppet-pulpcore/pull/267), Pulpcore Telemetry is likely going to be marked as opt-in with enabling being possible with custom hiera. It's very unlikely that anyone will ever turn it on, however. Due to that, I think we should move to an opt-out model and make it obvious how to avoid sending the telemetry. The data being uploaded is very limited and it's been well-discussed among the Pulp community: https://discourse.pulpproject.org/t/proposal-telemetry/259/ and https://hackmd.io/@pulp/telemetry_notes.

I'm not 100% sure how we should warn the user. One suggestion was to print out a nice big warning after the installer run.
