We haven't supported Passenger for a while. I think the error is also quite clear: you're trying to use a newer discovery plugin than Foreman. I'd check your repository configuration.

fellow eng apt upgraded an older node. do you know where we can find the 3.1.0 discovery plugin?

https://deb.theforeman.org/pool/plugins/3.0/r/ruby-foreman-discovery/ found the matching version and once installed things start up correctly
