Description

Ohai,

when running the installer with --foreman-proxy-content-enable-ostree=true to enable the (optional) OSTree support, the bits get installed and configured correctly on the Proxy side, but Puma/Foreman/Rails is not restarted.

As Katellos RepositoryTypeManager (https://github.com/Katello/katello/blob/master/app/services/katello/repository_type_manager.rb) does not check for available Pulp capabilities on every request, this means that the APIdoc we serve remains stale and does not mention any ostree-specific parameters, thus breaking API clients which adhere to the apidoc as the source of truth.
